History of Success

Since inception in 1946, the Oregon Lodging Association has been instrumental in helping pass important legislation on behalf of the lodging industry. Our lobbying team is at the capitol working with legislators, key staff and coalitions on a regular basis in an effort to protect your business. 

 

2009 Lift Assist Compromise (HB 2600) -  Negotiated changes to the bill to apply the provisions only to lodging operations with 175 or more rooms, to provide civil liability protection, to require a person using a lift to provide their own assistant, to apply the provisions only to new construction or to a major remodel/renovation and to allow hotels to purchase a manual lift that is both inexpensive and that fits easily into a small closet.

2007 RV Park Midnight Move-in (HB 2758) - Passed legislation to allow the park owner to go to court immediately to seek resolution when people simply drive their RV into a park (usually at night) and hook up to utilities, sticking the park owner with no payment and having to begin the potentially lengthy ejectment proceedings.

2003 Oregon Tourism Investment Proposal (HB 2267) - Signed by Gov. Kulongoski, this innovative legislation established a dedicated, stable funding source for statewide tourism marketing providing for a comprehensive overhaul of how Oregon addresses and funds future tourism marketing efforts at both the state and local levels. It created a 1 percent state lodging tax with revenues to be used exclusively to fund the programs of the Oregon Tourism Commission (OTC) and a regional cooperative marketing program will be created to invest revenues back into regional tourism programs.

1997 RV Park Building Codes (SB 849) - Established the State Building Codes Division as the main authority for issuing rules related to RV Parks for Oregon providing consistency and stability for building codes and creating a solid platform for building codes.

1993 Transient Tax on State Parks (SB 546) - Passed a bill requiring publicly owned RV Parks and overnight camping facilities to collect the same local transient tax as private facilities, significant to the entire lodging industry because of its effect on local governments.

1989 Room Tax Disclosure - Succeeded in passing legislation reversing the Deschutes County Circuit Court decision, adding individual room tax information to the specific exemptions to Oregon’s Public Disclosure Law. 

1987 RV Park Fees - Helped pass legislation to remove the $2 surcharge on out of state users of state RV Parks, avoiding the potential anti-tourist message to many visitors.

1985 Health Division Inspections (HB 2919) - Exerted pressure on the State Health Division to streamline and reduce its inspection program for traveler’s accommodations from twice a year to once ever two years.
